Winter Parking & Snow Operations

The City of Silver Falls manages winter road maintenance, snow removal, and parking regulations to ensure that streets remain safe and accessible throughout the winter season. These operations support safe travel conditions, emergency response access, and reliable public mobility during snow and ice conditions. Winter weather conditions can vary significantly, and operations are adjusted based on storm severity, temperature, and roadway conditions.

Winter Alternate Side Parking Program

The Winter Alternate Side Parking Program will be in effect from December 1, 2025 through March 31, 2026. During this period, vehicles must follow alternate side parking rules between 2:00 AM and 6:00 AM.

  • On odd-numbered calendar dates, park on the side of the street with odd-numbered addresses.
  • On even-numbered calendar dates, park on the side of the street with even-numbered addresses.

These rules apply regardless of snowfall conditions unless the City temporarily suspends enforcement during special conditions. Failure to comply may result in fines or towing. This program allows plow crews to clear residential streets more effectively and maintain emergency access routes.

Snow Emergency Declarations

Heavy snow events may require a Snow Emergency Declaration. During a snow emergency:

  • Vehicles may need to be removed entirely from certain streets or zones.
  • Snow emergency routes take priority for plowing and de-icing.
  • Notifications are issued through city alerts, local news, and neighborhood networks.

Residents are encouraged to sign up for city alerts and check for notifications during storm activity.

Street Plowing Priorities

Plowing is completed in the following priority order to maintain emergency and public safety access:

  • Main arterial roads and emergency service routes
  • School access routes, bus corridors, and commercial districts
  • Residential streets and neighborhood blocks
  • Cul-de-sacs and low-traffic local streets

Crews operate in rotating shifts to support 24-hour response during active storms.

Sidewalk and Driveway Clearing

Property owners are responsible for clearing sidewalks adjacent to their properties within the required time frame after snowfall. Clearing prevents ice buildup, improves walkability, and ensures safe routes to schools, transit stops, and pedestrian corridors. Snow may not be pushed back into the street, as this creates hazards and disrupts plowing.

Salt, Sand, and Environmental Considerations

The City uses a calibrated approach to snow and ice management to balance public safety with environmental protection. De-icing and sanding levels are adjusted based on weather, pavement temperature, and sensitivity of nearby natural areas, especially along the Silver River corridor and connected drainage systems.

Public Works continues to evaluate alternative materials, equipment upgrades, and environmentally sensitive treatment strategies that reduce salt runoff and preserve local ecosystems.
